The Automated Broker Interface (ABI) of the Automated Commercial System (ACS) permits certified participants to interface directly with the U.S. Customs Service Data Center in order to transmit entry data on imported merchandise.
Customs collects more complete and accurate data, thus providing more control over merchandise entering US;
Statistical data is quickly compiled and disseminated to Other Government Agencies including the Census Bureau, the Department of Transportation, the Federal Communications Commission, the Food and Drug Administration, and the Fish and Wildlife Service.
An entry filer can submit entry/entry summary data electronically speeding up the entry processing, thus permitting merchandise to be released earlier.
ACS permits statement processing which allows filers to pay multiple ABI entry summaries with one check or electronic Automated Clearinghouse (ACH) transaction.
An entry filer is able to query various automated reference files.
How to Become a user of ABI System by CBP.gov:
If you are interested in becoming an ABI participant, write a letter stating your intention to participate in ABI. The letter of intent is a written statement of a company's desire to participate in ACS/ABI. It must set forth a commitment to develop, maintain, and adhere to CBP performance requirements and operational standards. The letter must include: The letter of intent must be on company letterhead and include:
A brief description of the company’s current or planned hardware, data communications and entry processing system. A list of all the offices that will communicate with ACS indicating the location, CBP district/port number, filer number, average monthly volume of formal and informal entries per district/port. The corporate headquarters must be specified and the approximate start up time for each office indicated.
The names and telephone numbers of the principal management and technical contacts for operations, applications program development, and computer data communications and operations. If the system is being developed or supported by a data processing company, include the name, contact person, and telephone number. The estimated completion date of the programming.

Upon receipt of the letter of intent, a CBP Client Representative is assigned to serve as a technical advisor during development, testing, and implementation.
Interconnection Security Agreement
In accordance with implementation of the Customs and Border Protection (CBP) Information Systems Security Policy, all participants that transmit electronic data directly to CBP's Automated Export System (AES) or Automated Commercial System (ACS) are required to have a signed Interconnection Security Agreement (ISA) on file with CBP.
